Operate & Regulate
Govern performance. Enable continuous evolution.
GOVERNANCE, RISK, COMPLIANCE & PERFORMANCE MANAGEMENT SERVICES
Sustainable performance depends on more than policies and reporting.
It requires clear authority, effective controls, trusted operational evidence and the ability to respond proportionately as conditions change. ProjPro helps organisations strengthen how operations are governed, risks and obligations are managed, performance is understood and decisions are translated into controlled action.
OPERATE & REGULATE
Can your organisation sustain performance with confidence?
Operational environments evolve continuously.
Responsibilities shift, obligations change, controls age, reporting becomes fragmented and locally effective workarounds can weaken enterprise visibility. The challenge is not simply whether governance exists. It is whether governance helps the organisation make timely, accountable and evidence-based decisions without creating unnecessary bureaucracy.

Decision rights or accountability are unclear, duplicated or disconnected.
Risks, controls and obligations are managed in separate systems or forums.
Controls exist, but their operation, ownership or supporting evidence is uncertain.
Operational reporting describes activity without clearly supporting intervention.
Escalation, remediation and prevention are inconsistent or overly reactive.
Improvements are identified, but are not routed into a governed backlog or change pathway.
What Effective Operations Look Like
Control that strengthens performance rather than constraining it.
Effective operations connect authority, accountability, controls, evidence and action. Leaders can see whether important conditions are being maintained, understand material exposure and decide where to refine, remediate or prevent. Operational teams retain practical ownership, while governance remains proportionate to the risk, obligation and consequence involved.
Clear decision rights and accountable ownership.
Controls connected to operational objectives, risks and obligations.
Trusted evidence that supports assessment and assurance.
Meaningful measures, thresholds and escalation paths.
Proportionate intervention based on context and consequence.
A visible route from operational findings to improvement and change.
PROJPRO PERSPECTIVE
Governance should create confidence to act.
More governance is not necessarily better governance. ProjPro focuses on whether governance improves decisions, accountability, risk visibility and operational outcomes.
We establish the current position through evidence, interpret it in enterprise context and recommend interventions that are proportionate to the need. EAOps provides the connective operating mechanism, linking assessment, controls, scheduling, governance, reporting, decisions and action across the wider ProjPro lifecycle.
How ProjPro Can Help
Operate & Regulate Assessment
A focused, evidence-led engagement establishes the current position, identifies material constraints and determines the most appropriate response. Scope is agreed around the customer's environment and priorities. The assessment does not presume that every service, a full transformation programme or a managed-service arrangement is required.

Operational Governance & Performance
Decision rights, accountability, forums, operating cadence, performance oversight and intervention.
Risk, Controls & Assurance
Operational risks, control ownership, effectiveness, evidence, findings and assurance mechanisms.
Obligations & Compliance Management
Applicable customer obligations, requirements, controls, ownership, traceability and evidence management. Formal legal interpretation, certification and regulatory attestation remain with appropriately qualified or accredited parties where required.
EAOps & Operational Enablement
Assessment, context, controls, scheduling, governance, reporting and evidence connected through Refine, Remediate and Prevent decisions.
OPERATING CONTEXT
Begin with the environment that actually exists.
ProjPro adapts the engagement to the organisation's operating model, existing governance, technology, repositories, regulatory context, policies, risk profile and delivery maturity.
The objective is not to impose a parallel control structure. It is to make the current environment more coherent, observable and actionable, while identifying where existing capability can be strengthened.
EVIDENCE, MATURITY & ASSURANCE
Establish the true position before prescribing change.
The assessment uses the ProjPro universal maturity model:
-
- Initial,
- Developing,
- Defined,
- Managed and
- Optimised,
with N/A Not Assessed.
Findings record the evidence available and its confidence, rather than presenting unsupported maturity scores. Results distinguish established capability, material gaps, evidence limitations and priorities for action.
Governance and accountability
Risk and control management
Obligations and evidence traceability
Operational scheduling and cadence
Performance reporting and thresholds
Assurance, escalation and response
From Evidence to Action
Assess → Contextualise → Control → Schedule → Govern → Report → Decide → Act
Operational evidence supports proportionate decisions. Refinement improves something that is functioning but can perform better. Remediation restores an expected condition or addresses a material gap. Prevention reduces the likelihood or consequence of a foreseeable problem. Actions remain in operation where appropriate, enter the Optimise & Improve backlog when performance improvement is required, or route to architecture, delivery or strategy when the change is more consequential.

WHAT YOU RECEIVE
Decision-ready outputs agreed through the Statement of Work.
Deliverables are tailored to the agreed scope, evidence available and decisions required. Typical outputs may include:
-
- Operate & Regulate Assessment Report
- Universal maturity heatmap with evidence confidence
- Governance and decision-rights model
- Risk, control and evidence profile
- Obligation-to-control traceability view
- Operational performance and reporting framework
- Prioritised Refine, Remediate and Prevent backlog
- Operating governance roadmap and implementation priorities

WAYS TO ENGAGE
Start at the level the situation requires.
Engagement depth is agreed explicitly in the Statement of Work. ProjPro can establish capability, provide defined support, and, where a service has suitable maturity and operating conditions, manage an explicitly bounded service component.
Establish
Assess, design and implement the required governance or operational capability.
Support
Provide recurring enablement or defined operational support while the customer retains overall accountability.
Manage
Operate an explicitly defined service component under agreed responsibilities, controls and service measures where ProjPro and the environment are ready.
WHY PROJPRO
Connected governance across strategy, architecture, delivery, improvement and operations.
ProjPro combines evidence before intervention, enterprise context, practical decision-ready outputs and lifecycle continuity.
We do not treat governance, risk, obligations, controls or performance as isolated disciplines.
EAOps connects them to the decisions, delivery mechanisms and improvement pathways required to produce a controlled response.
-
- Evidence before intervention.
- Proportionate response.
- Enterprise context.
- Practical outputs.
- Lifecycle traceability.
- Capability without unnecessary dependency.

WHAT HAPPENS NEXT?
A proportionate path from concern to action.
- Discuss. Describe the operational concern, obligation or performance constraint.
- Frame the situation. Confirm outcomes, boundaries, stakeholders, available evidence and urgency.
- Agree the scope. Define assessment dimensions, responsibilities, exclusions and deliverables.
- Establish the position. Gather evidence, assess maturity and validate findings with relevant stakeholders.
- Decide and mobilise. Agree priorities, route actions to the right pathway and establish how progress will be governed.
FREQUENTLY ASKED QUESTIONS
Questions operational leaders commonly ask.
Will stronger governance create more bureaucracy?
Not by design. The assessment tests whether governance improves decisions, accountability, risk visibility and operational outcomes. It does not assume that more forums, controls or reporting are inherently better.
Can the work focus on one operational or governance area?
Yes. Scope can be limited to a defined function, process, programme, control environment, obligation set, reporting concern or operational capability.
Does ProjPro certify regulatory compliance?
No. ProjPro can help map customer obligations to requirements, controls, ownership and evidence. Legal interpretation, statutory assurance, certification or formal attestation must be provided by appropriately qualified or accredited parties where required.
Can ProjPro support us after the assessment?
Yes. Support can include framework implementation, governance facilitation, reporting, evidence management, periodic reassessment and other explicitly defined services. Responsibilities and accountability are agreed in the Statement of Work.
Is Operate & Regulate a managed service?
It can develop into a managed-service arrangement for explicitly bounded service components where scope, capability, controls, resources, tooling and service measures are sufficiently mature. It is not assumed for every engagement.
How does this connect with Optimise & Improve?
Operate & Regulate creates governance, evidence and proportionate decisions. Performance improvements are routed into Optimise & Improve, while material architecture, delivery or strategic changes follow the appropriate ProjPro pathway.
